The Southern Idaho Soccer League (SISL) is a USASA (United States Adult Soccer Association, Inc.) affiliated adult soccer organization serving the Boise, Idaho area.  

SISL provides a wide variety of competition levels ranging from Men's and Women's Premier (competitive) through recreational third division, including Over 30 leagues for both. League games are played Sundays, however some Friday evening games are necessary to provide teams with an 8 game season. Games are played within Boise City limits in a variety of different park locations. 

REFEREE ASSIGNMENTS:
SISL games for the 2008 soccer season will be assigned by John Hitchcock. John Hitchcock is a USSF certified Referee Assignor, see Contact Page for John Hitchcock's contact information.

THE ARBITER:
One of the newest organizational tools SISL recently began utilizing is 'The Arbiter', a web-based assigning process for referees. Please check this website to be kept abreast of new developments, or changes in team games.  If you are interested in officiating adult league soccer games or want more information about 'Arbiter' software, you can access their web site at www.thearbiter.net or contact John Hitchcock.

ASSIGNOR CODE OF ETHICS:
Referee assignors shall adhere to the Assignor Code of Ethics and ensure that all referees receive equal consideration for match assignments consistent with the states minimum game requirements and the referee's ability and desire for advancement. If you have questions or concern about game assignments you receive, please contact Pete Valle, Idaho State Referee Administrator.

REFEREE BENEFITS:
Referees that officiate and play in the SISL will have his or her fees paid by the SISL Leauge
SISL sponsoring Assistant Referees and refresher training for interested individuals in officiating SISL games. Referee Clinics - are not scheduled at this time. Please contact Sal Guerrero at 323-0967 or at salg@spro.net for clinics. Center upgrades - for the season, referees taking 4 SISL game assignments may have their upgrade assessments paid for by SISL.

FEE STRUCTURE:

CENTER REFEREE REPLACEMENT:
If a center referee does not show up for a game:

  • An Assistant Referee  being most capable can assume Center Referee responsibilities. An individual acceptable to both teams may fill the second AR position.
  • If no qualified individual is found for Center Referee, the game will be rescheduled. The assistant referees will be paid directly by SISL, not the teams.
  • Payment will be consistent with each acting position
  • A referee that no-shows for one game is also responsible for paying the monies they would have received from the teams back to SISL before they will be assigned another game
  • All no-shows will be reported to Pete Valle.
  • Once an assignment is accepted, all referees will need to find a replacement 48 hours before the start of the game if they cannot make it. The SISL Assignor is to be kept up to date on any changes. If no replacement can be found, the referee needs to contact the Assignor as soon as possible so other arrangements can be made.

ASSISTANT REFEREE REPLACEMENT:
An individual agreeable to both teams may fill the second AR position and be paid for filling that position. If no qualified individual is found, teams will pay the remaining two referees and the second AR fee will be split equally between the two teams.

GENERAL INSTRUCTIONS:

90 Minute Games - SISL league games are 90-minutes in length. Sense games are scheduled 2 hours apart, teams are permitted 5 minutes after official game start time to take the field. At 5 minutes teams are not prepared to play, the referee may start is game clock. At 10 minutes from official game time either team is unable to field the minimum required number of players the game is forfeit. If this happens the referee crew will be reimbursed full payment by SISL.


Player Cards - Players must have a yellow 'SISL player card' to play, no exceptions. Check the back of each card for current season date and name of team. If they don't match the player doesn't play. Referees retain player cards until end of game at which time cards are returned to the team captains. Please double-check your pockets before leaving, cards from players checking in late are sometimes separated from the others. If this happens, the card can be dropped in the SISL drop-box at Soccer, Etc.

Team Roster Cards - Each team is required to provide blue team roster card at each game. Roster cards must include team name, date, field location, names of players and their number. On the back of the card is a referee evaluation form. Please make sure team captains complete the evaluation at the end of the game. The evaluation is used to give referees constructive feedback to sharpening their skills. Referees, please deposit team roster cards in the SISL drop-off box at Soccer, Etc. by Tuesday evening following Sunday games. There is also an electronic form on line that the Team Captains can also fill out and forward to the Assignor.

Final Game Scores - Scores should be reported to Assignor by telephone or email no later than Tuesday evening after a Sunday game. This information is posted on SISL's web site and it is critical that this be done in a timely manner.

Incident Report - Should be submitted by Tuesday evening. SISL allows players to appeal 'red cards' to the Disciplinary Committee. Reports must be available Wednesdays for Disciplinary Committee meetings. Make sure the reports are filled out properly and reason for the card is clearly understood. This allows the committee to easily uphold a referee's decision. Reports can be placed in the SISL drop-box at Soccer Etc. (5200 Fairview Avenue or make arrangements with Assignor to mail reports in.

Any red cards that are handed out during a game need to be phoned into the Assignor by the evening of that game.
